According to block, app should show ad when url loads second time, but it shows ad at first load only, i.e., as and when i open app. how to fix?
Your counter is never getting value 2 as per blocks you shared. 
When i changed it to 3, it started working perfectly.
Anyways, are you saying this because equal sign is crossed?
As I can see, you only set global counter to 1. But when to set it in 2? There are no such blocks.
