While dragging time you should put the components area into hide mode then only it will work..
Once you did, then page will look like desktop view and now you can drag&drop the blocks easily
Directly if you would like to any arrangement sometime it throw an error. So just drag it main area and then drag into the arrangement.. everything will do fine
