Download Component Bug in android 14 after 1.5D.0

when we add Download Component in project app crash in android 14 but in lower versions its working (i have tested on android 8)

Steps to reproduce the issue

i have created an empty app and just add Download Component do not add any block compile app and run it into android 14 but its crash
