I think @dora_paz ,
You should first tell him/her that using Caps in this community pretends to be shouting on someone.
Only telling him that “Don’t shout here”, “Please don’t shout” or etc doesn’t makes sense to someone who don’t know this rule.

You may get suspended for writing in All Caps after two warning. Please don’t use caps letter. It seems shouting.

I am writing this all because in starting this all happened to me when I was new to this community, I didn’t know, How I was shouting till I get to know this rule.
