You don’t have permission.
Have you set the WRITE_STORAGE_PERMISSION in the Blocks.
What you were trying to do actually? Give us some instructions or show us your blocks
Read this (especially points 3, 5 and 7) and post the details:
Where does the PDF file come from (and the path)?
Make sure you have READ_EXTERNAL_STORAGE permission and also check if file exists.
