Can i use refresh layout in horizontal scroll arrangment?
If yes then can anyone help me.

I dont think there is a dedicated component for horizontal refresh layout.

But there might be a turnaround, using any scroll handler extension preferably ScrollHandler by colintree and then use the overscroll event to check when the user overscrolls. Using a bit of logic and animation utilities you can create the loading circle that comes while refreshing.
