How to make a profile app

I want to make a profile app where 3 types of users can signup and different permission settings for different users. such as user type 1 can post it and user type 2 can review it and publish it then user type 3 can reach it in this post. every user has a profile where they can see whats the upcoming activities and activities history.

can anybody help me build it?
