I have uploaded app before august using api 29, but this app cannot be downloaded from playstore for below android 9 user, How do I solve this problem?
How do I configure my app so that Android Version 4.0 Users and higher android version users can download and use the app?

Just change the min sdk property at screen 1.

But If I change min sdk then it cannot be uploaded on playstore due to new policy update oof targeting api 29, in this case what should be done?

You are confused regarding min api and target api
Hello community, I’ve got a question I hope someone can help me understand this.
Last friday I uploaded an app with API 28 as min sdk

I understand that in my cellphone (Android 8.1) I will not be able to use it, But if I upload an min sdk version below API 29 (as of 3rd august) PlayStore will reject it. So I am trying to understand this:
