Unfortunately, I have to say it seems like it’s true. Android Q = Android 10
Why not to vote about Android versions? (If Google does not publish it to their distribution dashboard)

Now, reading the guidelines of Material Design 2.0, which is also in Android 10, (it’s brilliant), we’all should make our apps according to that 
material.io is the best website for it.
