Is it usual that one has to wait for 3 days and again request for approval for monetization every time you rename the project? I do rename to keep old version as is (while I know I can keep an aia file, which I do), to be doubly sure old version is still out there while I am progressively adding feature to the app - my way of managing agile development 
Yes, as it becomes a new project, even if you remove a project that is already approved you would have to reapply for approval…
Btw, It’s the project ID request and not the name
