Need help google app billing component

I use the Google app billing components, I am confused where to place the license id and mercant id … if without mercant id and license id only the product id can connect to the Google Play console

so now there is no need for an id. Mercant just uploads the app to play consule and makes a product id, and it can automatically be used, right?
