These blocks are used to segment users…
I give you an example…
Assume you have free plan and pro plan on your app,
You want to send notifications to free plan users only or pro plan users only…
Now for free plan users use push notifications send tag block… Send tag free for free users and pro for pro user…
Now you can send notifications to free segment and pro segment from onesignal website…
And
These update blocks are for getting those sent tags…

so the block when.PushNotification.got value isnt a block that can receive value from incoming notification?
