suppose you are asking about “visual programming” solutions. If yes, there are many choices like clickteam fusion, stencyl, construct, unity with playmaker addon… just google it

I think he meant, Desktop applications / programs, if that’s it, I’ve searched a lot and I was not successful, so I guess it does not exist.
