WordPress Rest API is allowed for Android App?

Hello all,

I was thinking to convert my WordPress website into an Android app using WordPress Rest API instead of a Webview.
So, I want to know - Does WordPress allows to use their REST API to use in an application?

Also, Does Google Play allows to use such REST API based app on Play store.

Please guide.
