"access denied" when loading internal html file

I have spent hours toying with this. I included the HTML file. I had to rename it as a txt to upload it. I can not get it to render. So times it will show the source html but won’t render.

in the url just write weather.html

I tried that. It just shows the file name

have you uploaded the html file to assets if yes then use custom web view if no then upload the html file in assets
