Is it acceptable to save the app privacy policy in my Google Drive or Dropbox and then create a link to be accessable in Google Play Store? I don’t have a website.

You can use Google or Blogger or Wordpress websites… Those comes with a free plan.
yes use google docs in drive, and it can shareable to used by share to web and that’s it
