admob needs to verify my app and requires me to add a txt file, how can I do it?

Hello, I have searched on youtube and followed the steps, but still can’t verify successfully. First, I have created a website on blogger, and then I have set up ads.txt and successfully verified it online. I also set the developer website address on Google play to the blogger website, but still can’t successfully verify on admob.
