Best ads network not for play store uoload

Hello guys
Is it possible to get revenew and show ads on apps without uploading apps on play store

Actuly i am working on a app which is not according to playstore policies but that app is very usefull and i want to share it with peoples withsome ads

I know that i cannot place fb ads and its against fb ads policy to upload apps on other stores

So which other ads network allows us to upload aps on other stores

I don’t know what’s your app about but if you want to show ads and earn revenue without published it on playstore than Startapp is best (only because you didn’t publish app on playstore ).But good is that to make a good app if you really want to earn

It is like netflix amazon prime for cartoons only hindi dubbed cartoons
