well, in the extensions directory you can find the extensions, which are available
what you can do is

  1. find an API, which offers to convert an image into a pdf, or
  2. you could write your own extension…
    more information about how to create an extension see the App Inventor Extensions document
    however that will be more advanced and will require some Java skills…
