No any website can’t block users from downloading the website content. Because you just make a GET request to the website, and browser just renders the source. It is not different as downloading the website by right clicking the website and clicking “Save as…”

Also, if your purpose is using the Kodular offline, then that is not possible as Creator is not a standalone app.
