there are already a few pdf viewer extensions around, see the extensions directory App Inventor Extensions | Pura Vida Apps
for example this one App Inventor Extensions: Pdf | Pura Vida Apps can open a pdf file and render a specific page, which can be displayed for example using an image component or a webviewer
to get a flip effect while turning the page, just use some html, for example
