The point is not to rename .3gp to .ogg, but rather that the audio track has to be rendered in this audio format.

As far as I know there is no (audio recorder) extension that offers this.

you could write your own extension and create the functionality yourselfā€¦
more information about how to create an extension see the App Inventor Extensions document
however that will be more advanced and will require some Java skillsā€¦
