Hello, I need to understand the logic for creating a home loading screen before starting the web viewer
First of all, Welcome to the community. 
Try this block to load the URL in the webview after loading screen.
This one is not the best solution because it just runs a delay. 
I would use this because it opens the webviewer when the page fully loads
