In Google Play Console. Register for a merchant account and upload your apk then make a item in it and that will give you the product id and merchant id when you create a merchant account

Go to Google Pay dashboard from computer (or it is called Google Payments Center). And you will find Merchant ID in Settings.

You need to add in-app item in Google Play Console, then you can set any product ID to in-app item, so when you need this item, you will use product ID.

To add in-app item, you need to upload APK to Google Play Console with Billing permission. Else, you can’t manage in-app items.
