Switching to admanger

I try to switch to AdManager but when i press the “Sing up for a Google Ad Manager account” i always got error like showing the same page![Screenshot 2023-02-05 000703|690x354](upload://qvk7qDm3w8Ad840WclOxpWnJfqL.png)
I am a premium user . Pls solve this problem
