Turn on GPS and Location Automatically?

Hello!
I was trying to activate the location automatically while using my app, well, it works on some higher versions of android (>7), it first asks for permission and then work, but in other phones, it shows no ask for permission popups and the location should be activated manually from the the android’s tool bar
How can I activate location automatically?
