Yes, you can but for me Facebook is better then youtube if you want to play videos on app. Also you can provide downloading

If you have a license to share the videos or made them yourself there wouldn’t be a problem. But don’t share illegally obtained videos.
We don’t allow apps that infringes another’s intellectual property, including, but not limited to, copyrights, or trademarks.
You will loose your developer account.

Oh now I understand what you want to say…
I created this method Coz lots of users wants to upload their videos but they didn’t have any source where they can host their videos. All available sources are limited and if you want more then you have to pay.
So Facebook is a free for everyone. You can upload your videos(Except Copyrighted Videos) without any space limitations. That’s why I mentioned Unlimited Storage
