An FTIN is a taxpayer identification number issued by a country other than the United States. If a foreigner does not provide FTIN, it must provide the withholding agent with an explanation of why an FTIN has not been provided.

For an example, Indian PAN (Permanent Account Number) card is an Internationally valid FTIN number.

In Bangladesh we have e-TIN… so we can use it…right?
