When and Where to use this verify E-Mail Block

Can please someone tell what is does this block do and what is use of this ?
Is It used in Sign Up or Sign In process ?

Also how to help me to get such email for verification when a user sign up. Because I am not reciving any email for verification on user registration.

You can setup the email and its look by yourself in firebase dashboard.
