You should write why you are asking for the permission on privacy and policy page.
You need to provide link of privacy policy in play console.

And you can also link to this privacy policy via a webviewer in your app.
@Peter, @himalayanxtiger What if I just listed on the Play console, but not in the apk? Just curious. 
You should make an external placed privacy policy. That is what Google wants. You could put an offline version somewhere in your apk but then you have to edit it in two places when it changes.
