Error 2103 : Unable to copy files

I tried to copy file from assets to external loction. But, I got Error 2103 and the file didnt copied. I will post my code blocks. Any suggestions please.

Issue in create file in mobile (ex:- test.txt)

Is there anything new about when that will be fixed? It does not work yet.
