This is scrollbar.
Use vertical scroll arrangement and if your content height is greater than your screen width then it appears.
But in android its small strip only visible when scrolling.this is scrollbar is from browser

I already say that this is only works with html which renders in browser.
For android and ios this is slim stripe which is only shown when scrolling for good interface
Use Arrangement handler
And use Canvas with sprite for scrollbar
