In App Purchases always declined?

Hello.
In our app, we are getting often new in-app purchase orders, but they are always getting declined with the statement Payment Declined

  • There was an issue charging the customer’s payment method
    Now if this happened from 1 or 2 users fine, but its happening to many different users around the world… I even contacted Google Developer Support, and they didn’t give me proper answer. Anyone experienced this, and knows a solution?

Payment declined issue should come from the user’s type of payment method, the payment is failed due to many reasons. One is which the user might’ve cancelled it or the gateway payment chosen by the user is not validated properly by Google Play
