this type of apps are not legal, your app offend instagram policies . just telling you because in future this can create a problem
Of course it is legal. Don’t mistake something that is against an app policies with something that break the law.
It doesn’t break the law and besides being oficially against instagram TOS apps and tools like this are not flagged by Instagram. You can find tons of them on playstore with hundreds thousands and even millions downloads.
What is a real problem for Instagram are tools that allow buy and sell engagement and followers.

Is it legal?
I don’t think so, it is a changable thing according to app, but I know that using bots/automation app is not recommended. Instagram profiles belong to people, not robots or bots. So if you are going to use this app, you need to try with a profile which is not managed by people. Just for testing on blank accounts or something.
And as the developer said:

According to Instagram’s “Terms of Use,” this is a strict violation. Bots are not permitted to access the Instagram API unless approved by Instagram.
The developer maybe didn’t use Instagram API, but most other these apps didn’t follow Instagram’s “Terms of Use", so they are not legal.

100% legal. I think you and mr yusufcihan don’t get the meaning of legal and ilegal.
Simplifying, one thing is not legal when it breaks the law and may lead the people involved to jail or others sanctions. In our case, as each one is from one different country, the best is to take in consideration the law of Europe, USA and the country we live.
Have you ever heard about any government around the world that created a law forbiding a tool to follow and unfollow people on Instagram according to the will of the user? It’s crazy… We will never see something like this.
“Oh, but it is not allowed by Instagram”, “It may be flagged by Google Playstore or by Instagram on Playstore”, “It may be detected by Instagram and the account may be blocked for a few hours and even permanently excluded”
Those are totally different discussions and I agree with all of it. But when we do something we must analyse the whole picture, to see how it really work on practice.
To give a pratical example. Any app with +18 / sexual content is forbidden by Google Play and may be excluded from the store at any moment. But some huge apps like Twitter for example explicitly allow porn on the website / app and have tons of +18 videos with milions of views. Playstore never flagged Twitter, so Twitter keep allowing this kind of content.
One more example: A friend of mine from college provide service for a company that have one of the biggest sticker apps for whatsapp, and they have direct contact with Facebook / whatsapp staff. Whatsapp TOS specifically forbid to use the word Whatsapp on the name of any app. But still, they did never complain about the name of this app, which is something like Whatsapp stickers.
The terms of use exist so the ones that created x project can take any actions they want in case they feel they may be harmed by something. Very often that will be just for show, or will be applied just in extreme cases.
Proof of it are apps with 10kk+ downloads, with pro versions with 100k+ downloads on Playstore since years ago that could be taken down in just a few minutes if Instagram desired it, but they never worried about it.

I don’t think Instagram wants users making fake versions of their app or website as it is copyright infringement.
