Is it possible to detect scroll arrangement position?

hello everyone
i was wondering if i can detect scroll arangement positon in screen. like when user is scrolling to top i my app should detect that it is scrolling to top and view the information that i want. similarly hide information when scrolling down. i have achieved 50% of hiding and showing porcedure but i didn’t found a way to trigger the event when scroll upwards or downwards. anyone knows how do it then pls help .
