i was using @Taifun ringtone app beta version. Try to set ringtone with that app and this what happening:

Edit : it sets phone ringtone to silent.
from the screenshots it looks like you set the ringtone correctly…
what happens, if you press the Play button?
of course the ringtone volume should be set to a reasonable value to hear the ringtone…
