Share directly with people in accordance with app directions

Hello I want to ask, does anyone know how I can share text on my application directly to the person who is addressed on whatsapp as well as wa.me

Use URL for Sharing any File. Whatsapp Does Not Allow Anyone to Send any File from URL.
Also, Instead of Using An Extention Use Activity Starter :
