Nothing happened when I clicked to sign up for a Google Ad Manager account; the website simply reloaded.

I recently subscribed for a premium account to enable monetization but if it’s useless I need a refund if I can’t sign up for an ad manager account.

I hope you are fine. For create a Google Ad Manager account you should have a app that approved for monetization.
