Special character .csv

Hello friends I have a query, I have a .csv file that I have to export in which the special characters are not displayed, I was reading and as I saw I have to convert it to UTF-8 format, but I don’t know how to do that.

Try to

open the CSV file in any editor
re-save it with UTF-8 encoding and CSV extension
