I’ve been working on an app to stream a smartphone camera feed to a PC/laptop via local wifi. Would I be able to adjust the settings on this extension to accomplish something like that?

yes you can
but for that you have to install an emulator on your pc and then have to install this app on that emulator

also this is not a good choice, bcoz you only gets 2500 minutes free every month
These free minutes are good for video/voice chats

There are certain apps already available on play store for your need, some use wifi and some use usb cable
