android.permission.READ_CONTACTS, android.permission.CALL_PHONE

These are the permissions which help you in your app and play console account suspension. Unless your app’s main functionality is calling (for example- truecaller app) don’t use these permissions else you will see a letter from Google’s App Review Team.
