Why is the Makeroid app (Companion) not available on the Play Store?

I’m just curious, why is the Makeroid app NOT published on the Google Play Store?

Because we haven’t got a Google Play Developer account yet.

We need first a credit card to pay that.

Can you just use a PayPal with USA Google account?

I don’t know that but I only know that it can be payed via Google Play Credit etc.
