The file contains CSV of more than 3k adhosts

But I think so it doesn’t there are many browser’s that uses ad blocker on Play Store

Adblocker in browser app are allowed but a app which blocks ad system wide is not allowed.

Yes you can use ad blocker in your app.
Google has nothing to do with it.But you can’t show ads where you have used webview. You can’t earn other’s website and content.

Copy the contents of the text file and paste it.
Don’t upload it in assets.

You have to use ad hosts given in that file but you are using that file’s name in ad hosts.
