I have a problem also with android 13 for android 13 can not send pictures .i use ftp to send pictures and already i reduced the image earlier in android 13 the image was not sent. For Android 12 and below all goes smoothly the image is sent to the server.if there is a solution for Android 13 and above

After SDK33: required storage permissions on Android 13+ (READ_MEDIA_...) missing

I also experienced the same image can’t get into the server whereas Android 12 and below is safe. Already have a solution?

One solution is to use a ftp extension, which is working…
