Translate the message to English language.
If not mistaken it means
“You are currently unable to receive payments because your payment account has been temporarily blocked”
This is not a Kodular problem. You need to contact Google.
Thank you very much, I solved the problem and contacted Google Support. People from Brazil bought my app and that is why I would be blocked because documents that I sent to were missing. I can now receive payments again.
