Anyone know how to resolve this issue when trying publish to google play?

It looks like you are using SMS/Call Log permissions to support an invalid use case: Initiate a text message, Initiate a phone call (Fast Dial). SMS/Call Log permissions are not permitted for this use case

Did you search the forum? This has been asked before. You can not make direct calls or text from inside an app published on Google Play. You have to use the standard apps on your phone to do that.
