As per the Facebook Audience Network Policy (Policy - Meta Audience Network - Documentation - Meta for Developers)

Audience Network is only available to apps offered in Apple iTunes or Google Play, unless you have our prior written approval.

Yes it is possible.

You can show Facebook ads in any app but you cant monetize it that means ads will show but you can not generate any revenue.

To monetize your ads you have to add Play Store link of your app by publishing it on Play Store.

I have already published on playstore

go to https://business.facebook.com/ and create ad and wait for approval and ad will start showing
