Then it is working because IsRunningForground returns true only if you are using app else returns false if app runs in background.

Are you sure that any other app is running in background?

You mean a music app is running in background?
If yes then maybe android have killed that process or you have disabled background tasks from Developer Options.
Click on Recent Apps button and check if app is running or not.

I have made some changes and it worked on 7 but not on 10 so there is still something wrong in code.
