Query with Impliementing Google Ad Manager

Hey Koders, I want to impliement Google Ad Manager in My App. But it is first time i’m trying so i had some Query.

  1. Kodular Says that “Ad Manager Componanet is now Available for Everyone” But if i go to Kodular Payment Section. it is showing "Your Account is not eligible for Monetization"
  2. Do i need to get Approval from Kodular if i publish my app on Play Store(if I’m using Ad Manager).
  3. I don’t have any site but when i tried to create Google Ad Manager Account , i need to create an Adsense Account, So what do i do?
