Is there any component or extension, like the Checkbox list with the ability to set some items already marked at startup?

I need to flag some items when opening the checkbox list. If I use the Notifier-> Show Check Box List Dialog component, then all items are not checked

Oh, you are talking about the notifier. I think you have to make your own dialog in an arrangement so you can do what you want. And then put that in a custom dialog.

Unfortunately, there is no dynamic component of Checkbox

Not everything has to be done with a extension.
